LETTER OF PORTO ALEGRE

1st World Parliamentary Forum Free Palestine

On November 30 2012, on the premises of the Legislative Assembly of the State of Rio Grande do Sul, parliamentarians from all continents gathered at the 1st World Parliamentary Forum Free Palestine, which was held in the midst of World Social Forum Free Palestine, organized in Porto Alegre between November 28 and December 1, 2012.

The reference document of WSF Free Palestine was presented and the tense situation in the Middle East, with its conflicts and uprisings aimed at expanding democracy in various countries, was widely discussed. Particularly discussed were the recent armed clashes in the Gaza Strip, which, in eight days, resulted in the death of 167 Palestinians - including 37 children - and more than a thousand wounded, besides the destruction of a large number of houses and infrastructure of cities, towns and villages. In Israel, there were five deaths and several wounded.

The admission of Palestine by the General Assembly of the United Nations - by 138 votes against 9 - as its 194th state under the status of Observer State was greeted with approval and it was remembered that Brazil, which hosts this 1st WSF Free Palestine, was the first country in Latin American to recognize the State of Palestine, on 1 December 2010, under the presidency of Luiz Inácio Lula da Silva. After this, the other Latin American countries followed and today there are over 140 countries that recognize the State of Palestine, of which 119 have diplomatic missions according to this status.

After extensive discussions held during the course of the day, lawmakers gathered at the 1st World Parliamentary Forum Free Palestine, decide to:

 Provide full solidarity with the Palestinian people in their struggle for self-determination and the inalienable right of return of their refugees residing across the globe - as recognized by Resolution 194 of the UN General Assembly;

 Advocate the suspension of any and all settlements of Israeli settlers on Palestinian land - as already determined by the UN - and withdrawal of the settlers who were placed there, in clear contravention of international law norms that do not recognize the right of acquisition of territory by force, as qickly as possible;

 Advocate the removal of the wall of more than 650 km long - built by Israel in Palestinian territory - which today separates and imprisons Palestinians in their own land and is already considered by the International Court of Justice - the principal judicial organ of the UN - as " contrary to international law ";

 Defend the immediate lifting of the blockade by Israel of the Gaza Strip, which has put so many sacrifices and hardships on the suffering Palestinian population living there;

 Defend the immediate release of all Palestinian political prisoners, especially of Palestinian parliamentarians imprisoned in Israel, in blatant disregard of international law;

 Support the recognition of the State of Palestine, with the boundaries borders prior to the Six Day War (June 1967) and East Jerusalem as its capital, within the goal of peaceful and harmonious coexistence of two free and sovereign states, for two peoples, with stable and secure borders and the right of return for Palestinian refugees;

 Contribute, in the pursuit of a just and durable peace, so that as soon as possible the conditions are created for negotiations on an equal footing between the state of Palestine and the state of Israel, to achieve the full guarantee of the rights and obligations of all parties, as required by international law;

 Make every effort - in parliaments where they work – towards the soonest possible admission by the United Nations of the state of Palestine as a Full Member State;

 Recommend that the parliaments of all cities, provinces, states and countries pass laws, motions and other legal propositions, aimed at recognizing the right of the Palestinian people to self-determination, to their National State and to return to their lands;

 Encourage participation of parliamentarians in Missions of Solidarity with the Palestinian People - organized in Brazil and several other countries in the world - allowing them to know more about the plight of the Palestinian people, who for 65 years have been fighting for the right to a nation state;

 Support the holding of the 2nd World Parliamentary Forum in Solidarity with the Palestinian People, to take place during the 2nd WSF Free Palestine to be convened in due course.
